Initial local build. Imported the complete August 31, 2026 NFIP HUDEX and zone workbooks, with reconciliation to published national controls. Added 13 zone guides, insurance explanations, five practical guides, state and county statistics, 300 matched Census city map pages, a read-only API and an embed lookup. FEMA NFHL live discovery and golden-address checks remain explicitly tracked when the map service is unreachable.
